Iris Lowery has been an attorney-advisor with the NOAA Office of the General Counsel since 2014. She has a combined portfolio of work for the International and the Southeast Sections of NOAA GC.  Iris’ portfolio for the International Section includes underwater cultural heritage, including the RMS Titanic shipwreck; certain international matters arising in or around the Southeast Region, such as Large Marine Ecosystem projects and regional fishery management organizations in the Caribbean; and matters relating to marine scientific research under the Law of the Sea Convention.  Since joining NOAA GC, Iris has also worked on a range of domestic legal issues, including: fisheries management under the Magnuson-Stevens Fishery Conservation and Management Act, protected resources issues arising under the Endangered Species Act and the Marine Mammal Protection Act, fish passage prescriptions pursuant to the Federal Power Act, Freedom of Information Act requests, and the National Environmental Policy Act.  Prior to working for NOAA, Iris worked in private practice, where she focused primarily on civil litigation.  Iris received her J.D. from The George Washington University Law School, with honors, and a B.A. in human ecology from College of the Atlantic, in Bar Harbor, Maine.
