This action includes 2021-2023 fishing year specifications and adjustments to herring measures that may inhibit the Atlantic mackerel fishery from achieving its optimum yield.
NOAA NEPA Document Database (beta)
This beta version of the NOAA NEPA Document Database catalogs environmental assessments (EAs) and environmental impact statements (EISs) that NOAA is currently developing. The Database also includes some of the EAs or EISs NOAA has completed in the past, although information may be limited and contain errors. The Database does not track proposed actions that rely on categorical exclusions. The Database also does not capture information on proposed actions for which another Federal agency is the lead agency for NEPA or when NOAA adopts another Federal agency’s EA or EIS. Please send any questions or corrections to noaa.nepa@noaa.gov with the Subject line: “NOAA NEPA Document Database comment.“
The Mid-Atlantic Fishery Management Council (Council) and Atlantic States Marine Fisheries Commission (Commission) are developing a joint amendment to reevaluate and potentially revise the commercial and recreational sector allocations in the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan. This action was initiated in part to address the allocation-related impacts of the revised recreational catch and landings data provided by the Marine Recreational Information Program (MRIP).

This amendment proposes to revise the catch allocation between the commercial and recreational fisheries, and the commercial quota allocation to the states. The amendment also includes possible rebuilding plans for the bluefish stock that was recently determined to be overfished. Initially, a notice of intent (NOI) to develop an environmental impact statement (EIS) was published for this action; however, throughout its development it became apparent that this action is not expected to have significant impacts and a "Finding of No Significant Impacts" (FONSI) could be signed. Therefore, a withdrawal of the NOI is being issued and an Environmental Assessment is being developed instead.

The VE Project focuses on a small, demonstration, pilot-scale (two net pen array; one pen stocked with fish and one pen without fish) aquaculture system where up to 40,000 almaco jack (kampachi; Seriola rivoliana) fingerlings would be reared in Federal waters approximately 40 to 45 miles west southwest of Sarasota, Florida. These fish will be landed in Florida, marketed and sold to state- and Federally-licensed dealers, in accordance with state and federal law.

The Restoration Plan includes a suite of approx. 20 habitat restoration and recreational use projects in the Raritan River Watershed that will make the public whole for injuries to natural resources and services resulting from the release of PCBs and metals from the CDE site. NEPA approach is an EA-level analysis, but the NOAA RC PEIS will be heavily incorporated by reference, as appropriate, for some restoration alternatives.

The purpose of the action is to establish a rebuilding plan for the southern red hake stock. Framework 62 would establish a ten-year maximum rebuilding schedule for southern red hake, reducing the acceptable biological catch to 75-percent of the fishing mortality rate at maximum sustainable yield. In addition, it would decrease the year-round possession limit from 5,000 lb to a dual 1,000-lb/600-lb possession limit based on gear selectivity. There are no forseeable significant impacts or any known problems or issues.

NMFS received a Section 10(a)(1)(A) permit application from the United States Army Corps of Engineers (Corps) for the Russian River Coho Salmon Captive Broodstock Program (Broodstock Program). The permit application is supplemented by a Hatchery Genetic Management Plan (HGMP) that details current and future hatchery operations, and related fish monitoring. Activities covered by the HGMP include capture of endangered coho salmon broodstock by CDFW from various streams within Sonoma, Marin, and Mendocino counties; and fish hatchery operations by the Corps at the Don Clausen Fish Hatchery (DCFH) for rearing, and release of endangered coho salmon broodstock and post-spawn individuals into various streams within Sonoma, Marin, and Mendocino counties. The hatchery is located on Dry Creek at the base of Warm Springs Dam (WSD), within the Sonoma County portion of the Russian River basin in northern California.
