NOAA NEPA Document Database (beta)
This beta version of the NOAA NEPA Document Database catalogs environmental assessments (EAs) and environmental impact statements (EISs) that NOAA is currently developing. The Database also includes some of the EAs or EISs NOAA has completed in the past, although information may be limited and contain errors. The Database does not track proposed actions that rely on categorical exclusions. The Database also does not capture information on proposed actions for which another Federal agency is the lead agency for NEPA or when NOAA adopts another Federal agency’s EA or EIS. This rule established limits on U.S. purse seine fishing effort on the high seas and in the U.S. exclusive economic zone for 2016. The action was taken pursuant to a decision made by the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean. The Commission's decision is intended to reduce or otherwise control the fishing mortality rates of bigeye tuna, yellowfin tuna, and skipjack tuna stocks. This action is necessary for the United States to satisfy its obligations under the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, to which it is a Contracting Party. This action was included in the analysis undertaken in a 2015 programmatic environmental assessment and a supplemental information report for NEPA purposes was prepared was this specific action.

Proposed incidental harassment authorization. This action would: 1) Add cost recovery provisions for the Individual Transferable Quota (ITQ) component of the fishery; 2) revise the mechanism for updating the biological reference points in the Fishery Management Plan; and 3) remove the plan's optimum yield range. The City of San Diego has requested an Incidental Harassment Authorization (IHA) under section 101(a)(5) of the Marine Mammal Protection Act of 1972, as amended, for the incidental take of marine mammals (pinnipeds) due to conducting a sand quality study at Children's Pool Beach in La Jolla, California. The sand quality study would have the potential to alert and flush harbor seals, sea lions, fur seals, and elephant seals into the water during sample collection events (approximately 16 events of approximately 4 hours sampling time over the course of 6 months).

The San Francisco Bay Area Water Emergency Transportation Authority (WETA) is proposing to expand berthing capacity at the Downtown San Francisco Ferry Terminal (Ferry Terminal), located at the San Francisco Ferry Building (Ferry Building), to support existing and future planned water transit services operated by WETA and WETA’s emergency operations. The Downtown San Francisco Ferry Terminal Expansion Project would include construction of three new gates and overwater berthing facilities, in addition to supportive landside improvements, such as additional passenger waiting and queuing areas, circulation improvements, and other water transit-related amenities. The new gates and other improvements would be designed to accommodate future planned water transit services between Downtown San Francisco and Antioch, Berkeley, Martinez, Hercules, Redwood City, Richmond, and Treasure Island, as well as emergency operation needs.Temporary impacts to biological resources can generate underwater noise that can affect marine mammals and habitat disturbance are evaluated.
