Alicia Cate serves as Deputy Chief in the International Section of NOAA’s Office of General Counsel where she provides legal counsel to NOAA and other federal agencies on international environmental and oceans law, including the Law of the Sea Convention.  Prior to joining the International Section, Alicia Cate worked as Senior Counsel for Oceana, an international organization solely devoted to ocean conservation.  In addition, she served as an Attorney-Adviser in the Office of the Legal Adviser at the U.S. Department of State and as an Associate at Weil, Gotshal & Manges LLP.  Alicia received a joint degree at the George Washington University Law School and the Elliott School of International Affairs, where she obtained her J.D. and a Master’s degree in International Environmental Policy.  In addition, she completed an LL.M. in Environmental Law at American University Washington College of Law.  She is a graduate of the University of Texas at Austin, where she received Bachelor’s degrees in journalism and Japanese.
