Rear Admiral Leo Otis Colbert, Captain Clement L. Garner, and Commander JohnBowie during an inspection trip to survey work along the ALCAN Highway. Colbert was Director of the Coast and Geodetic Survey during WWII, Garner was Chief ofthe Division of Geodesy, and Bowie was chief of the ALCAN survey party.
