Rebecca Reese is an attorney-advisor in the International Section of NOAA’s Office of General Counsel. Over the course of her career, she has served in various legal and policy capacities in the U.S. Government, including roles with the Office of the U.S. Trade Representative, the U.S. Department of Commerce and the Enforcement Section of NOAA’s Office of General Counsel.  As Director for International Trade and Economic Policy at Electronic Data Systems (now Hewlett Packard Enterprise), she developed and managed the company’s global trade and economic policy agenda.  She received a J.D. from Georgetown University Law Center and a B.A., magna cum laude, in political science from the University of California, San Diego, as well as a Ministry of Education Scholarship for studying Mandarin Chinese at the National Taiwan Normal University.
