Payment Update: First Invoice Batch Paid from BAS to NOAA Vendors

Dear Vendor Community:

NOAA is working on a transition to the Business Applications Solution (BAS) and Grants Enterprise Management Solution (GEMS).  BAS and GEMS are a new set of financial, procurement, property management, and financial assistance applications, which will replace our legacy systems that have been in place for nearly 25 years. 

As of November 14, 2023, NOAA successfully transmitted invoices through the Invoice Processing Platform (IPP) and BAS systems to the Treasury Department for payment.  Additional IPP payment batches are expected to disperse daily going forward.  

We understand the importance of timely payments to our valued vendor community and are vigorously working to pay all submitted invoices.  The use of IPP is required unless there is an approved exception and results in prompt payment.  

Non-IPP invoices will be paid on a first-in, first-out basis.
