Revocation Notice of NOAA Administrative Order (NAO) 202-531A, dated October 14, 1992.
2. PURPOSE:
This Notice revokes NOA 202-531A, Application of Highest Previous Rate Flexibilities. This NAO is no longer applicable because subsequent Federal statute (i.e., the Workforce Flexibility Act of 2004, Title III of P.L. 108-411) and civil service regulations renders its guidance obsolete. Current Government-wide regulations on this topic are found within the Code of Federal Regulations (C.F.R.) at 5 C.F.R. §§ 531.221–223.
There is no known Delegation of Authority for the Chief Administrative officer (CAO) to sign this NAO, even though previous NOAA administrative officials have signed the existing NAO. Therefore, The Under Secretary of Commerce for Oceans and Atmosphere signs.
