Proposed Ketchikan Port Facility Recapitalization Project Ketchikan, Alaska

The National Oceanic and Atmospheric Administration (NOAA) has prepared an Environmental Assessment (EA) for the Proposed Ketchikan Port Facility Recapitalization Project, Ketchikan, Alaska, dated September 2021.  The EA analyzes the potential environmental impacts of its proposed recapitalization of NOAA property and facilities currently operated by the Office of Marine and Aviation Operations (OMAO) at their existing Ketchikan Port Office at 1010 Stedman Street in Ketchikan, Alaska.  The proposed recapitalization would replace in-water infrastructure and remove underutilized upland structures among other improvements.

Two action alternatives to implement the proposed action (Preferred Action and Action Alternative 1) and a no-action alternative are evaluated in the EA, which was prepared per Section 102 of the National Environmental Policy Act (NEPA) of 1969 and NOAA Administrative Order 216-6A and its companion manual, Policy and Procedures for Compliance with NEPA and Related Authorities.  The EA did not identify a significant effect resulting from the implementation of the Preferred Action or Action Alternative 1.  NOAA considered public and agency comments in preparation of this Final EA, and prepared a Finding of No Significant Impact (FONSI) for the Preferred Action alternative, which was signed on October 28, 2021.
