1. THIS TRANSMITS:
NOAA Administrative Order (NAO) 202-511, Position Classification of Scientific Research Positions, dated December 1, 2009 is hereby being revoked. Section 2 of the NAO identifies the positions that are excluded from coverage, of which positions covered under the Department of Commerce Alternative Personnel System (CAPS) (ZP, ZA, ZS, ZT). The Workforce Management Office (WFMO) has determined that the NAO incorrectly identified CAPS positions as an exclusion.
2. PURPOSE:
WFMO is in the process of working with representatives from the Council of NOAA Fellows and the Line Offices (LOs) to revise the NAO. Upon completion, the revised NAO will be aligned with the NOAA Science Career Track. However, until the NAO has been finalized, we request that NAO 202-511, Position Classification Scientific Research Positions, dated July 16, 1993, be reinstated. A copy of NAO 202-511 dated July16, 1993 and December 1¸ 2009 is enclosed.
