1.  THIS TRANSMITS:

Revocation Notice of NOAA Administrative Order (NAO) 206-5: Use of NOAA Conference Rooms, dated May 16 2017

2.  PURPOSE:

This notice revokes policy and procedures established by NAO 206-5 on the use of the National Oceanic and Atmospheric Administration (NOAA) Headquarters conference rooms in the National Capital Region (NCR).

NAO 206-5 is no longer applicable due to changes in the control and scheduling of conference rooms at the NOAA Silver Spring Metro Center (SSMC) Headquarters Campus.  Use of NOAA SSMC conference rooms are no longer managed or controlled by the Department Heads (as referenced in Department of Commerce Administrative Order (DAO) 206-5, Section 2.05).  Today, actual use of conference rooms are effectively and efficiently managed by Line/Staff Offices, and via automated reservations within the NOAA electronic calendaring system.

NOAA Office of the Chief Administrative Officer (OCAO), Facilities Operations Division (FOD) Building Managers have authority over space per DAO 206-5, Section 2.03 as follows: Building Manager means the employee of the Department designated to supervise the implementation of the occasional use provision of the Public Buildings Cooperative Use Act within a particular public building and who is responsible for the maintenance and administration of that building. The Building Manager shall be designated by the Department Unit that has responsibility for maintenance and administration of the building in question.

The authority given for the NAO 206-5 Revocation is DAO 206-5, Occasional Use of Public Areas in Public Buildings, dated February 29, 2008.
