SECTION 1. PURPOSE.

This Order supplements the policies and procedures prescribed in Section 9 of the Department of Commerce (DOC) Information Technology (IT) Management Handbook. It prescribes the responsibilities and procedures within the National Oceanic and Atmospheric Administration (NOAA) for the management of Automatic Data Processing (ADP) hardware resources.

SECTION 2. RESPONSIBILITIES/PROCEDURES.

.01 The Information Resources Management Staff, Information Systems and Finance Office, Office of Administration is responsible for:

  • developing and maintaining an inventory of ADP equipment; and
  • requesting DOC approval for plans to share or reutilize equipment if the dollar value of the equipment or services exceed the thresholds in Attachment 3A of the DOC IT Management Handbook.

.02 Major Data Processing Installations (See “major installations” in General Exhibit A, Glossary, DOC IT Management Handbook) are responsible for:

  • operating the installation in accordance with the cost-reimbursement requirements of OMB Circular A-130; and
  • maintaining a computer performance evaluation program as defined in Attachment 9-C of the DOC IT Management Handbook.

.03 Offices Planning to Share or Reutilize IT Resources are responsible for:

  • conducting the evaluations required by Section 9 of the DOC IT Management Handbook; and
  • submitting justifications for actions requiring DOC approval to the Information Resources Management Staff.
