SUBJECT:      Revocation of NAO 216-101, Ocean Data Acquisitions

1.  THIS TRANSMITS:

Revocation Notice for NOAA Administrative Order (NAO) 216-101, Ocean Data Acquisitions, effective, June 20, 1990.

2.  PURPOSE:

This Notice revokes NAO 216-101, Ocean Data Acquisitions, effective, June 20, 1990.

NAO 216-101 established policies and procedures to ensure that National Oceanic and Atmospheric Administration (NOAA) ocean data collection activities support multiple uses, to increase the usefulness of these data outside NOAA, and to coordinate NOAA-wide policy for the accurate and timely collection, quality assurance, archival, and distribution of ocean data. Non-ocean data, and ocean data from satellites, were specifically excluded from the scope of NAO 216-101. The NAO also established the Standing Committee for Ocean Data Policy, which no longer exists.

This NAO is no longer necessary because its goals are covered by NAO 212-15, Management of Environmental Data and Information (effective, November 04, 2010), whose scope encompasses all NOAA environmental data, defined to include "observations and measurements of the physical, chemical, biological, geological, and geophysical properties and conditions of the oceans, atmosphere, space environment, sun, and solid earth." NAO 212-15 also establishes the Environmental Data Management Committee (EDMC), which meets regularly and reports to the NOAA Observing Systems Council (NOSC) and Chief Information Officer (CIO) Council. NAO 212-15 is less detailed than 216-101, but EDMC is empowered by NAO 212-15 to issue Procedural Directives that supplement NAO 212-15 with additional technical detail. EDMC Directives have been issued for Data Management Planning, Data Documentation, Data Access, Archive Approval, Data Citation, and Data Sharing by NOAA Grantees (https://www.nosc.noaa.gov/EDMC/PD.DD.php).

EDMC reviewed NAO 216-101 on July 14, 2010 and recommended it be revoked after approval of the broader NAO 212-15. EDMC again reviewed NAO 216-101 on July 31, 2015, after issuance of the NOAA Plan for Public Access to Research Results (PARR), (http://doi.org/10.7289/V5F47M2H offsite link), and on April 10, 2017 following the completion of all planned EDMC Directives.

4. ACTIONS:
