1.  THIS TRANSMITS:

Revocation Notice of NOAA Administrative Order (NAO) 217-8: Employee Parking and Ridesharing Program, dated June 4, 2020.

2.  PURPOSE:

This notice revokes policy and procedures established by NAO 217-8: Employee Parking and Ridesharing Program. NAO 217-8 prescribes the NOAA policy for implementing the General Services Administration (GSA) Federal Property Management Regulations (FPMR) on Federal Employee Parking and Ridesharing and Executive Order 12191, dated February 1, 1980.

NAO 217-8 is no longer required because the underlying conditions, duties and responsibilities requiring an Employee Parking and Ridesharing Program, no longer exist at the NOAA Silver Spring Metro Center (SSMC) Headquarters Campus and in the Washington, D.C. Metropolitan Area also known as the National Capital Region (NCR). NAO 217-8 was issued in the early 1990s back when NOAA occupied and controlled space in the SSMC1 federal building and associated parking garage directly underneath SSMC1. Today, NOAA occupies Federal Building SSMC1 and GSA leased buildings SSMC2, SSMC3, and SSMC4 and does not control the associated parking garages. This NAO applies to the NOAA Silver Spring Metro Center (SSMC) Headquarters Campus and the NCR.

The authority given for NAO 217-8 Revocation is the Department of Commerce (DOC) Administrative Order (DAO) 217-8, Employee Parking, Ridesharing, and Mass Transit Benefit Program, effective, March 30, 2005. There is no known NOAA Delegation of Authority applicable to NAO 217-8.

4. ACTIONS:

The above referenced order dated June 3, 2020 is hereby revoked. An electronic copy of this Revocation Notice will be posted in place of the revoked order on the NOAA Office of the Chief Administrative Officer Website.
