AGO Chief of Staff & SSMD Director

Mr. Basch serves in a dual role as Chief of Staff of the Acquisition and Grants Office and Division Director of the Staff Services Management Division in Silver Spring, MD. He is responsible for AGO program administration, while also serving as an advisor to the AGO Director and Deputy Director.

After joining NOAA AGO in 2013, Mr. Basch has taken on many roles and is currently responsible for the direct planning, development, administration, and execution of the office’s programs including financial management, human resources management, organizational development, data analysis and reporting,property management, space and facilities management, and IT operations. With the SSMD team, he actively planned and executed AGO’s conversion to a “fee for service” operation at the beginning of FY17. He is also AGO’s lead representative to the Homeland Security Program Office’s Senior Management Team. He is a certified FAC-COR Level 3 and manages all internal contracts in direct support of AGO.

Prior to joining NOAA, Mr. Basch began federal service in 2009 as a Survey Statistician for the U.S. Census Bureau where he served as the lead program evaluator for human resources programs. While in this role, he developed and administered comprehensive workforce competency assessments that allowed the agency to better manage the skills of its workforce and to develop talent acquisition strategies to fill critical skill gaps. Prior to federal service, he worked in operations and volunteer management in support of Chicago 2016 – Chicago’s Olympic Bid Committee starting in 2007.

Mr. Basch graduated from the University of Illinois at Urbana-Champaign with a B.A. in Urban and Regional Planning in 2004. He received a Master of Public Administration degree from the University of North Carolina at Chapel Hill in 2006. He originates from the Chicago area and currently lives in Washington, DC.
