Final Environmental Assessment - Southeast Marine Operations Hub Project (Pier Romeo Recapitalization), North Charleston, South Carolina (January 2023)

This Environmental Assessment (EA) provides an analysis of potential environmental impacts associated with the National Oceanic and Atmospheric Administration (NOAA) Proposed Action and Preferred Alternative that primarily includes demolition of an existing pier that is structurally unsound and in disrepair, construction of a replacement Floating Pier that is 360-foot-long by 60-foot-wide, construction of a gangway and trestle connecting to the pier with a combined length of 240 feet and a width of 30 feet, construction of an approximately 620-foot-long seawall to fill a gap and connect to existing seawalls, and construction of an approximately 5,000 square foot warehouse facility.  The proposed action will enable NOAA to re-establish homeport operations and maintenance functions  on the southern bank of the Cooper River at the Federal Law Enforcement Training Center (FLETC), North Charleston, South Carolina.   

The results of the analysis provided within the EA conclude that the Proposed Action would have no significant impact on the environment, and that the preparation of an environmental impact statement is not required.  Subsequently, a Finding of No Significant Impact (FONSI) will be prepared.
