SECTION 1. PURPOSE.
This Order provides procedural guidance and preparation instructions for the Government Printing Office (GPO) Standard Form (SF)-1, Printing and Binding Requisition.
SECTION 2. SCOPE.
These procedures apply to all NOAA components ordering printing, binding, and related services directly from or through the GPO.
SECTION 3. AUTHORITIES/RESPONSIBILITIES.
.01 Procurement of Printing Outside the Washington, D.C., Metropolitan Area. Each Director of an Administrative Support Center (ASC), pursuant to a delegation of authority from the Administrator of NOAA, shall serve as the primary liaison with GPO regional offices regarding printing procurement. (See Department Administrative Order (DAO) 201-32.) NOAA field activities must complete a Form SF-1 when ordering printing, binding, or related services through a GPO Regional Printing Procurement Office but may not deal directly with GPO unless they have requested and received formal redelegation of authority from their respective ASC Publications Officer. Contact your servicing ASC Publications Officer for assistance in ordering regional printing.
.02 Procurement of Printing Within the Washington, D.C., Metropolitan Area. NOAA components must prepare and forward a Form CD-10, Publications Services, to the NOAA Printing and Visual Arts Branch (OA331) to initiate a request for GPO printing and binding services.
.03 The Department of Commerce (DOC), Office of Administrative Services, shall conduct or coordinate all contacts with GPO. (See DAO 20-9.) Printing services procured through GPO will require the preparation of Form SF-1 by the DOC Office of Publications.
SECTION 4. PROCEDURES.
01. Exhibit I to this Order lists all GPO Regional Printing Procurement Offices nationwide. Printing services may be ordered through these regions (except Region 3) by preparing a Form SF-1 and submitting it to your ASC Publications Officer for processing.
02. Exhibit II to this Order is a guide for the preparation of the Form SF-1. Contact your servicing ASC Publications Officer if additional information such as cost and scheduling is required.
SECTION 5. EFFECT ON OTHER ISSUANCES.
This Order supersedes NOAA Directives Manual 48-50, dated July 9, 1982.
