Notice of IPP Implementation

Effective October 1, 2023, NOAA will transition to a new electronic invoicing platform to process all contractor payment requests; the Invoice Processing Platform (IPP) is a web-based, secure, invoice processing platform that is provided by the Department of Treasury’s Bureau of Fiscal Service.  Please see this notice of transition for more information on vendor registration, training, and support.  Here, you can also find the IPP Exception Request Form.

SB Profile Registration System

The Small Business Profile Registration System contains information on small and disadvantaged businesses that have interest in working with NOAA. The purpose of the database is to assist NOAA components in identifying potential small business sources. Register your small or disadvantaged business here offsite link.

The NOAA Small Business Office hosts Industry Outreach Opportunities on a weekly basis, but by appointment only. Responding to a Sources Sought

NOAA uses a Sources Sought or Request for Information to identify potential sources capable of supporting NOAA’s mission, and to assess the viability of small business or other set asides.  Use this document when preparing your response to showcase your company’s ability to support NOAA’s mission and possibly influence the potential for a set aside.

Industry Day presentations

Each year, NOAA’s Small Business Program representatives host small business Industry Days as well as Industry Day events specific to individual requirements to share valuable information about potential contracting opportunities at NOAA.  These outreach events  provide an opportunity for businesses to interact directly with key points of contact at NOAA, and afford NOAA personnel an opportunity to identify organizations with the capabilities to effectively support NOAA’s mission.  Visit the Industry Day Presentations Page for important information about supporting NOAA and its programs.

End of year reports 

The following End of Year Reports provide annual overviews of small business utilization at NOAA. This information is collected in support of the Department of Commerce (DOC) annual SBA Scorecard reporting, which reports on agency-specific progress towards meeting small business and socio-economic prime contracting and subcontracting goals.
